I believe she's a girl from another Tezuka series called "Black Jack" In that picture, she's the little girl with the bows in her hair

Pinoko is a cyborg who was originally a fetus growing inside her sister even before the sister was born. After the sister was born, Pinoko continued growing inside her, until 18 years of age, she was too big (although still quite small for an 18 year old). Black Jack was to remove this tetrogenous cyst, but upon opening the sister, realized this was a human. Also, he could not remove the cyst, becuase Pinoko had psychic powers, & only after reassuring her that he would try to save her, did she allow him to proceed.

Needless to say, he had a hard time keeping a straight face, but the latex disguise covered for him.
