You have to remember Uran was built by Dr Elefun, not Tenma. Uran has no offensive or defensive weapons. And Uran cannot fly. uran is a robot but has nowhere near the strength of Astro. The Uran robot is a blatant attempt to control Astroboy. Because Astroboy is a Tenma device, the Policeman Tawashi suspect Astroboys motives in all his actions...
