I can't speak with any authority about cuts made to Astro Boy. I have looked pretty extensively at the cuts made to Kimba, and I wouldn't call any of them capricious (I would call them disappointing in several instances, but I'm digressing again), so I would assume that they had good reasons for the Astro Boy cuts.

One major difference between the two shows, however, is that Fred Ladd took pretty much a hands-off approach to the Americanization of Kimba, leaving it to the voice actors. Maybe it was Mr. Ladd's personal opinion that the acts should be cut from Astro Boy, rather than any outside pressure to censor them?

Oh! That explains it! I probably read something about that in Ladd's book, but as Kimba is of only secondary interest to me, I had not taken note of it. Thanks, Craig.
