There's also another short film that involves Astro and a number of other Tezuka characters like Black Jack and Sapphire, and apparently the characters were trying to solve a mystery? And at one point Tezuka himself showed up and had disguised himself as Tenma for some reason. I really wish I could remember the title of that short so I could find more information on it.
In answer to your question, I'm pretty sure they use teh same voice cast from teh 03 series for teh short films. O'Shay sounds like O'Shay, and Tenma DEFENITELY sounds like 03 Tenma to me.
But yeah, these are great. Of teh ones I've seen, my favorites would have to be the "Secret of Atom's Birth", and "The Earth's Last Day".
