I ran across an "Inspector Gadget" video on Youtube. The city in that series was also called 'Metro City'.

I wonder, is Gadget a cyborg or a robot?

Technically, he is a cyborg, since he was originally a human and still retains his brain. Although some will question the fact that he still has a brain :p
The real sign that someone has become a fanatic is that he completely loses his sense of humor about some important facet of his life. When humor goes, it means he's lost his perspective.

Not to mention telescopic neck, goggles and many other things; his brain must have been replaced with a space-folding device to store all that :p
