The English dub flubbed the story rather badly. Totally misrepresenting Hamegg's character. He is a showman, but the dub made him a reporter. So, anyway, Hamegg thinks of his own robots as being worthy to challenge Pluto. But Pluto is annoyed by his interference with his meeting with Uran.
