No, far from it. There was one in which Sapphire & Tink go undersea and live among the fish for a while. Duke Red was the villain.

But I think that there were some 1963 Tetsuwan Atom eps that were really weird. Of course, the fact that there was a language barrier may have helped make them seem weird.
