As for the tank animation, it's a parody of the series, and may have originated on NicoNicoDouga but I'm probably wrong with that assumption. I don't know everything about it, but it's a parody.

Here's hoping that someone cosplayed as Tenma as well.

I have resurfaced from lurking to shed some light on this parody. It combines stuff from Astro Boy with stuff from this puzzle game that was released to English-speaking audiences as 'Squishy Tank.' I don't really have too much more info other than that, as info on this game is kinda hard to find, but yeah. You can find it at Gamestop, or probably any other video game store at the moment.
