I would say it's extremely loosely based on the manga. It bares only the scantest of similarities to the characters and story of the original. But I guess that's more or less what you meant to imply Andriods when you put loosely based in inverted commas.

Both the manga and anime are enjoyable, though I prefer the story of the movie.
