Generally, manga is created first and then an anime series, OVA or movie is created as an adaption.

There are some exceptions though, where an anime will exist before before a manga adaption. A good example would be Princess Tutu.

there were also manga that were never featured in Anime "Red River" is an example also i think the 03 manga was a suggestion in new art and storyline for the series
