Actually that is not Rock, but Kenichi, another of Tezuka's characters as Roger Ranger. He and Higeoyaji as Mr. Pompous, Roger's uncle were Kimba's human friends throughout the series. There was a marvelous article in the legendary magazine, "Markalite" about the making of "Kimba, the White Lion". I believe that article is reprinted in Fred Patten's book. Also the English cast of "Kimba" includes Billie Lou Watt's husband, Hal Studer. The wikipedia page on "Kimba" features a lot of information that might be of interest to you.

That may be the only time I've seen Kenichi as an adult, in all the other manga and anime where I've seen him he was a child or a teenager. That's probably why I didn't recognize him. Also according to the wiki the order that the series was shown in is different then the numbering on the Right Stuf DVD collection I got from the library. I have the first set (#1) with 26 episodes. I think that a lot of the cels in Kimba were drawn by different artists than the ones who drew Astro Boy, the artwork is somehow different. Some of Tezuka's "Stars" seem to be rendered differently though HamEgg, Higeoyaji, and Atom (in his only original appearance) are in Tezuka's own style. In one episode (the one with the hunting contest) the inventor of the vacuum gun is accompanied by a character that looks a bit like Lamp, but not quite.[/QUOTE]
Don't remember much about the order of episodes, i.e.) Japanese order vs. American order, but I do remember reading that Tezuka took his best animators off of "Astro Boy" to work on "Kimba"!
