That looks like a missing segment from the "Once upon a time" story arc where Astro went back in time to the 60's. This included the "Angel of Vietnam" story.
Ochanomizu appears to be looking for where Atom's chest panel opening would be. (would have been funnier if he found it!).

I wonder just how many obscure pages of Tezuka manga with Atom that have never been translated are still out there? Probably could make another 21 volumes of DH out of it.

I guess it must be hard to explain if I have to buy all three volumes of the Dark Horse edition of the Astro boy manga.

The story arc in question is spread over 2 1/2 volumes of the collection.
I think that the first volume contains the part that overlaps the pages which were posted here, so just that volume would suffice to make things clear. However, you'd probably want to see the whole story arc anyway.

You know, I should be more surprised that Tenma was almost a terrorist in his youth, but all I'm thinking about is how come his hair is a different colour.
(Yes, I'm seriously nitpicking that.)

I thought I was the only one that was nitpicking that detail. One of my main pet peeves is keeping hair color consistent in stories and incarnations of characters because more than is necessary animated adaptions of comics change hair color. It always ALWAYS bothered me. But to have the original author flub on a detail like that in the same comic? Just... what the heck?

Maybe Tezuka did that to make darn sure that the readers wouldn't guess the identity of the terrorist? Still... it tasks me.
