Dang, somehow I didn't see this thread until after the commercials were taken off YouTube, despite the fact I'd been browsing older threads for a while.

That's a few of the MOON RIBAR commercials.
I found a compilation with several of them in excellent quality. The first in this set is the one with Atom, Usagi (Sailor Moon), and Maruko (from Chibi Maruko-chan) interacting with each other:

There was another commercial leading up to these that were basically teasers leading up to the full commercials. The one with Atom stepping out of the car and walking up the stairs to the elevator to go to the MOON RIBAR is the one I took screenshots from (which you can see in the first post of this thread).

That character is Duke Togo/Golgo 13 from the manga series Golgo 13.
I'm not familiar with Golgo 13 beyond the name of the series and the drawing of the main character, but I assume it's a play on a characteristic of Duke Togo or a play on a scene from that series.
