Astro's catchphrase in Little Astro Boy 2014 is first said here as well; he says "pipo" randomly a few times while patting Pato. "Pipo" sounds like a robotic onomatopoeia.

I just double-checked, and I'm still hearing "people". Beep-bop or something similar would make sense though.

Also, after double-checking the credits, I think the dog cop robot's name is Pato. I don't think his name is ever verbally mentioned, but the deep voice that Speed Joe has is similar to Pato's.
