Yes, that's her. Here she has that typical 60's/70's hairstyle, although in the manga she wears her hair differently.

She wore a sixties hair style as most woman did make then with their hair back in a bun.

Hey actually i think they did mention her in the Japanese special edition. They don't say her name, they don't show her face, but Tobio mentions that he was so grateful to his dad when his mom died. Tenma had told Tobio that he would always be there and they were, for a while. Then his dad got too busy with work. Still Tobio had remained loving, and when his dad had sent (remember I said sent) him his air bike, everything went down hill. His dad went crazy trying to tell himself that Tobio wasn't gone and had gone further insane when he went against the ministry who tried to stop him making his "dangerous robot".
He built anyway, got terrified by its similar and impassioned feeling towards robot value and killed him. Then Dr. O'Shay (or Ochimazu?) found him and the rest is history if you've seen the anime. However, my point being....they did put her in the anime, but only a small mention. I agree they could have put more of her in, but IDK y. Maybe it was because they just didn't know too much about her, maybe it was to save space, maybe it was because they didn't think she held an important role. Which sucks! :tenma:
