There is no clearly defined process since it rarely happens. The first time we had moderators, Mark chose 4; Vergere had just saved the forum from a hacker, and for the rest of us I think it was basically that we'd been here for a long time and made suggestions to Mark that made sense to him. The second time Mark asked us if we wanted more moderators and we made suggestions, then Mark took the time to think of them. We weren't sure if we'd go from 2 mods to 3 to 4 or if we'd jump from 2 to 4 right away. There's no rule that we should be a certain number either.
I'd say a moderator will be someone who has been here long enough to get to know the place and allow us to guess whether he'd be comfortable being a moderator, which basically means doing whatever needs to be done so everybody feels respected and keeping the forum enjoyable for the majority. There are always gray areas, and it's impossible to please everybody, as much as we'd like to; this can be very difficult so it's important that the person feels comfortable with that (for his own sake!).
I do have to say, I really hope everybody here realizes you have power, and that we do listen when you report a post, when you ask a question, or if you think something should change on the forum. Being a moderator also means to be able to listen to others' ideas (whether they are moderators or not) and rally if necessary.
