That's strange, really. It's usually the reverse.

Apparently it has 18 discs and by their being only two sets, it has to be half of the series or atleast a huge chunk of it. It's like 72 episodes if it's 4 episodes per disc and that's a good deal. Since the second might have 72 more, i suppose the latter would go into the territory you want. Then again, I'm going off how America releases animated episodes per disc.
