If you take out a copy of "OTOAB" VOL.# 22 and go to the last few pages of the book under the section titled "A Little Background Information" by Osamu Tezuka you will find and I quote: "The manga story in this volume, titled "Astro Boy Returns,"...orignally serialized in Shogaku Yonensei...is the very beginning of the overall story..."Planet of the Apes" was a popular movie around this time, so I also wove a bit of parody using the idea of a "Planet of the Dogs."
So this means that either Tezuka's memory of the manga serial was wrong or your collection of reprinted material is not complete and may have only reprinted what is available of the source material.
BTW, have you had translated the panels showing what you have referred to as "Atom Cow"? I was thinking what if the reason he is dispensing some liquid were to help the child? Maybe if we knew the reason for Atom doing this action it might not be found so revolting!
