Why can't Uran fly?

Note that her jets eventually save Atom, when his are both broken after the robot bird attacks him. She dutifully sacrifices her newfound ability to her brother, as O uses her jets to repair Atom, who, eventually defeats Garuda.

Well I found this picture, there's uran and Atom on the front cover of manga book. Look on uran's back. You can see a jet pack, but the funny thing is I never seen uran fly with a jet pack in any other manga, except I saw on this font cover page.
So this an idea, since uran can't fly, maybe in the manga she wears the jet pack. It's too bad that uran does not have jet engines in her legs. I'm guessing she'll use them to be up to no good, or might take over Atom's heroics. I dunno it's an idea here.
