I want to publish an article concerning astroboy's birthday an an educational site for English learners and i would like to know where i can get a royalty free image to go with that article.

Which incarnation? 60s, 80s, current, or manga? The copyright holders might not all be the same. The "Astroboy" 60s English dubbed version is owned by NBC, I believe the other two anime are owned by Tezuka co, as is the manga.

If you are going to publish for profit, you might need the royalty-free, but if non-profit, then "fair-use" laws might cover you, and perhaps even if for-profit also. One little image seems to come under fair-use.
