I think the one you're looking at that's not manga style is drawn by Ken Steacy, the guy who drew most of the art for the American NOW Comics Astroboy in the early 80s. I have the first comic on my ftp.
The others are covers for the original mangas I think (the ones done in watercolor).

Yeah, the Now Comics version was definately not manga, but I believe it was approved by Tezuka Productions. There was also one that ran in 1965 by Gold Key.

They would need permission, then no doubt Tezuka Productions would get paid royalties. It might be a good way to introduce Astroboy to the US comic fanbase who are more used to the drawn style of Archie and Superman.
