It's related to an Astroboy fan club that had some air time in japan shortly after the original B&W series got really popular (at least that's what I remember reading about it), I have a video clip on my ftp:

I lost the URL to the site I got that from, but it had quite a bit of information on exactly what it was and where it came from, aswell as what cool stuff you got from joining the club.
