Ummm mIRC is nothing to worry about... It's probably safer than Kazaa lol

Remember what I said... I sent you the data links.... Including the info from the US goverment.... If you don't install it you will be safer.... If you have installed it... You can uninstall it.... It's not worth it.

I've been using IRC for years, if you know how to use it it's not such a big deal. Yeah there are hackers an whatnot but you're just as vulnerable in your everyday surfing as you are on IRC. It's just a chat client, just don't piss off anyone and don't acceptt files from people you don't know. Just use common sense. It's better to use the downloadable client but I'm sure this guy doesn't pose much of a threat anyways.
