In this serie, Atlas has been built by Tenma using the same plans as Astro. So we might say they are brother in this serie too.

The ultimate answer is that the script makes them do what they do. As such, they are all helpless puppets, including Atom himself (Cybotron, are you reading this?).
Seriously, though,
1. Tenma, genius though he might be, obsessed with grief, lapses into madness. Thus, his project to build a robotic replacement for his son, becomes equipped with weapons and rockets. Having built the 'replacement', he is initially pleased, but eventually rejects it. Thus, the madness returns.
2. If two robots are brothers because they share some design features, then all robots must be brothers. This is because humaniod robots share certain design elements. However, if both have the capacity to empathize with others, as featured by the kokoro (heart), and this feature is unique to them, then perhaps this makes them brothers in a way that their being humanoid robots does not.
3:whats the name of the guy who bouth astroboy in the circus?
This I really cannot say.
Ham Egg had played the role of the ringmaster in the two previous series, and in this one he likewise portrayed a ringmaster. However, after viewing the whole series, I do not see Atom in his circus.
4. Atom lost his memory most likely as a result of damage suffered in the fire at the Ministry of Science. Or, perhaps as a resultb of his being deactived for a certain time. It is rather unclear, though, and these answers are far from authoritive.
