Which FTP? To my knowledge there are 2 FTP.
Anapan's has a wandering IP so no one knows what it is today otherwise you have this one:

Still having weird problems lately. Let me know if you experience difficulty connecting or downloading and I'll try to solve them.
I'm going off to school in January for half a year, and will be working in a camp shortly after. The computer will remain where it is, but I'll be very busy and will only be able to access the computer remotely, so there will probably be problems accessing it intermittently. I will likely not be able to fix them quickly (or possibly not at all?) therefore I suggest you attempt to get everything you want off the server within the next 3 weeks.

Seriously you should consider using a dynamic address Anapan 
I use this one since more than one year and (almost) never got any problems:

And it is not even difficult to configure correctly

Yup, yup Anapan. I am too having trouble connecting (even with the new address). It's been like this for a few days now. I hope your side is okay? ;^^

Not working here either 
My experience to test locally whether a dynamic address is working is simply to enter the address in a browser AND force reload since the page might be in the browser cache. It allowed me to detect a couple of times that the address had not been updated as expected
