I Have Just Brought A DVD Called Metropolis. By The Look Of It It Is Based Before Astro Was Created. It Says On The Cover **** Total Film.
Anyone seen it?

I have no idea what you have. The animated version of Tezuka's Metropolis was made only a few years ago. Here are Wikipedia's sites for the films:

I think the Metropolis manga was made before Astro, in 1949.... but you're talking about the DVD. Hmmmm.... do you have the Fritz Lang version? That was made in 29.

What I mean is that it has got some of the same characters as in astroboy with different personalities. (2001 film)

Those 'characters' as you call them, are Tezuka's regular actors whom he employed in many stories both manga & anime, in various roles. There is a "Characters' World" section on the Tezuka Osamu World website, & there are 50 actors who have their own pages (51, if you consider that Tick & Tock share a page).

As an example,
