That scene is from the TV special "Last Mystery of the 20th Century", where Tezuka himself went to a hotel occupied by many of his characters. Where it can be downloaded, I don't know.
That picture may be from
Ginga Station, but I'm not sure.

Thanks! i found out there is alot of Astroboy special/movies between 1980 - 2003 its a bummer it isnt on Dvd, youtube or anything.
No its not that website i try to check some of the other links but i have yet to find that artist : (
