Action series or Drama?

While Astro Boy is known for it's action scenes, would you consider it an "action show?" Though it contains a bit of action, it's really nothing compared to other action animes such as Dragonball Z, or Full Metal Alchemist. I honestly felt it was more like a "Drama" with some action in it. What do you think?

hi- thanks Dragonrider1227- to me it is an action show- about a cute robot boy i could love as a sweet brother- just like Uran should.
