Astro Boy/Lupin III

So I've been watching a compilation disc of the 80's version of Astro Boy and noticed a couple of the incidental music and sound affects were the very same used in Lupin III the second series. Now both were made right around the same time but I didn't think both were made in the same studios. Was it common back then to circulate some of the scores and sound affects between different studios? I also noticed how a gentleman in the crowd of the 2003 series during the episode Rocket Ball looked EXACTLY like Jigen from Lupin III.
Anyone's thoughts?
(Am turning into a classic anime fangirl! Though I've been a fan of Lupin III for about a decade now!)

I watched whatever Lupin III TV was available via Netflix, but as I used the English sound track, I may have missed something.
Can you be more specific about the crowd scene, which bit of action did it follow?

Gosh, am not remembering the actual action scene it follows but he is in the front of the crowd on the bottom right.

I looked though my collection of frames from that episode, & found nothing. I habitually step through the crowd scenes when capturing, just to ensure that I miss nothing. So, I need you to tell me in which 1/2 it occurs. Better, in which 1/4.

It's cogitable indeed that some japanese studios used the same score/sound-effects for different series at the time. Creating new sound effects for each new series may have turned out as too expensive given the market in anime back then.
I think it's also common that different studios were working together for different series, which also means sharing sound scores already available to keep the production costs on the level.
