Weird Astro Boy "tank" animation I found

Did any of you see this yet? I'm not sure I understand what is going on, but Astro is there, Uran, Pluto -- but they're all cute little chibi "tanks" (just heads and "feet") -- can't understand a word of it -- besides being in Japanese, their voices are speeded up to sound like the Chipmunks or something.
It is VERY silly!
