That is Ravex's version of Astro Boy.

I think they called the green and blue guy, "Ratom". He's actually Astro, just with a upgrade to have the power of music.

I would just like to say; if you haven't seen the '03 series, you really should. Its great

But yeah, the '80s one is my favorite too
