What happens to Skunk?

Im a bit behind the 8-ball here.........does he die in that episode with the balloons?

No, he survived. Skunk was just dropped off on one of the non-volatile balloons while Astro headed out of the underwater factory, and everything about that scene looked like Skunk was all right. In the Japanese episode order, the next episode after that to have Skunk appear is Save the Carolina 3, and at the end of that, he gets away from Astro in a space jet.
I kinda gave away the episode's ending there, but hopefully everybody saw that coming.

I kind of learned from other threads that you're talking about Denkou when you say "Dago", but yes, she only reappears one more time...
In the 48th episode, she shows up really briefly with her creator, watching Astro's speech on TV.
For that matter, 2003 Skunk wound up getting completely busted in three of the five episodes he appeared in. How many episodes did he get arrested in in the 1980's series, two out of eleven?
