Who REALLY should've been the villain in the movie

I have come to the conclusion (ages back, or was it a friend who said it :eek
that instead of President Stone, THIS guy should've been the villan in the Astro Boy movie.

That I think would have made up for all of the other problems the movie had if Dr. Evil was in it. One of my favorite of all time!
