That guy would be Makoto Tezuka, Osamu Tezuka's son, movie and anime director, and partial owner of Tezuka Productions.

I've seen that in "Astroboy in Roboland", which is mainly a documentary about robots in Japan, as well as fiction (I think). And yeah, that is absolutely brilliant.
