Do you think Astro looks chubby in this picture ?

You could say he looks "chubby" but it's more the style of illustration, to my eye. The only anime where Astro actually looked slender was in the 60's version.

It would make sense that he would actually be "skinny" as Tenma is tall and very thin, but it seems as they made Atom "younger" looking they gave him "baby fat" to make him "cuter" and more "cuddly"

I don't think he looks outright "heavy" though.

Not really. 2009 Astro's design makes him seem "larger" then the other characters a bit (e.g. His hands and arms are way larger than Cora's) although thats probably because he was originally in a manga, and Imagi kept his proportions.

But he is older in the 2009 version.

IMO, I don't think he looks chubby, his arms are kinda big, but he doesn't look chubby as a whole.

Those shorts make his ass look ginormous!
