The experimental animation interview was put on this DVD.

And check out Viki, they have plenty of Tezuka stuff legally for free: TV, movies

Videx has a bunch of Tezuka stuff using really cheap digital rentals.

Princess Knight in English is on Amazon UK.

And finally Unico (the Discotek Media releases are the official ones) and Jungle Emperor Leo on DVD.

I wish those shorts would get a DVD release, they'd be really fun to watch on a TV.

If it says "International shipping rates" under a seller listing, then yes.

Seems like you can get even better deals on eBay though. And you can usually combine shipping by buying from the same seller (like "Starlite Shopping Mall," which I just saw on Wikipedia is actually the distributor for these DVDs).
