Who would be the villain?

Imagine a plot which a mysterious crime occur and the villain is always hidden in the shadows.
For example: A swarm of robot flies is attacking robots and sucking their energy, but not just that they're also attacking power reactors and causing blackouts all around the city in order to cause panic.
Who would be the villain behind it? Can you guess?

Ooops, not Skunk, but a evil genius in robotic which surpasses him in any way.
But, can you imagine a scenario which a crime occur and the villain is always hidden in the shadows?

That would not work for him, after all the victims are robots who got shutted down. With robots shutting down, then there is no evolution of the robots.
Shutting robots down is not like Shadow.
