According to the japanese episode, Dr. Tenma had created a blueprint which was too dangerous and he left a information that these blueprints should not be used to create a new robot.

But, that episode does a retcon as Dr. Tenma ONLY got the time to make a SINGLE blueprint which was for Atom, since Skunk don't knew about the other blueprint then he could get the wrong one by accident and gave to Walpurgis even with the warning.
You saw that Atom's blueprints were stolen by a flybot left by Skunk in the episode, right?

Dr. Ochanomizu in one of the episodes did mention that Atom's blueprints were still withn the science ministry.

So, these blueprints would be used as basis for repairs.

However, when RYOKA (which was how she was called in the original japanese) got her blueprints destroyed, the villain said he could not put her back after being disassembled, because he destroyed these blueprints himself.

So, you can figure that using Atom's blueprints would not work for her.

But, what's the point of that scientist making robots with bombs which could kill himself?

He was all like: "I'll build robo-bombs and mass produce them!!"

Just a mistake and these robots would destroy humanity including himself O_o

It's entirely possible the blueprints could have been reused. Skunk only took photos of them, he never actually took physical copies that I know of. It's also possible that after Atom's creation they were maybe placed elsewhere with a different casing.

As for Rindolf, villains don't always need to make sense. Real people don't always make sense when they do wrong, so why should he? I do agree humanoid robot bombs being mass-produced sounds silly though.

According to Tezuka Productions' official website, you are incorrect. They spell her name "ニョーカ" in Japanese, which is spelled Nyōka in romaji. Where did you get the R from? You can even put it in Google Translate and it won't know what to do with it and just romanize it as Nyoka.

Taking photos of blueprints is the same as stealing them, like piracy.

The way which they said the name, sounded like "Ryoka" for me.
I think that Rindolf was silly and suicidal rather than being just wrong.

He would try to blackmail the government, but he would destroy himself if the plan would be wrong and specially if Nuka managed to return to laboratory and explode with him.

There are lots of discrepancies in anime and manga. I think that we're just not supposed to think about it and just go with the flow....

But how fun would that really be? We're fans, we're going to dissect this and find everything that doesn't add up and substitute our fan theories and the like. It makes things more fun, sometimes.

Ryoka for Nuka... hmm, I guess I can understand how they sound alike. It's been a long time since I've seen the Japanese dub, but having studied Japanese for five years I know how lazy their pronunciation can be sometimes (their 'r's can sometimes sound like 'd's or 'l's) so maybe to the untrained ear the name can sound like Ryoka...
