Count Walpurgis is a villain appearing in Tetsuwan Atom 1980 series who is a evil german scientist who created Atlas with blueprints stolen by Skunk.
Walpurgis wanted to create a robot with a evil mind with his creation, the Omega Factor circuit.
However, Atlas was too naive for the life of crime and failed in every attempt of bringing money which he wasn't able to differ from useless paper.
After Livian accidentally broke a gargoyle while trying to clean it, Walpurgis punished her dearly to the point she was destroyed.
When Atlas returned from another failed mission, he found Walpurgis's hidden laboratory and was shocked upon seeing Livian turned into scrap.
After Walpurgis admitted that he destroyed her for making something "stupid", Atlas quickly attacked him.
Walpurgis fleed in his car and was tracked down by Atlas who keept after him even badly damaged.
After the pursuit, Walpurgis's car has fallen from the cliff and he was supposedly killed.
However, in episode 38, Walpurgis was revealed to be still alive and he entered in contact with Atlas in order to try convince him to steal a dangerous anti-proton cannon.
And was also surprised that Atlas was even able to rebuild himself into an adult form.
Atlas refused to do any job for him and ordered Walpurgis to give the communication device used to call him.
Instead, Walpurgis gave a mind control ring to Atlas which he gave to Livian pretending to be the communicator.
Unfortunatelly, Livian was controlled and returned to Walpurgis's hideout where he planted a bomb which could destroy her entirelly if a remote control was used.
With this Atlas reluctantly agreed to steal the Anti Proton Cannon, but left a communicator device to ensure Walpurgis would not try do anything to Livian while he was gone.
However, with Atom's interference, Walpurgis said that Atom and Atlas were brothers since they were made by the same blueprints.
Livian was shocked and attempted to convince Atom and Atlas to stop fighting each other.
After the mission failed, Atlas decided to return to Earth and Livian got the remote control into her hands.
Walpurgis fleed her, however could not avoid Atlas from retrieving Livian and he got killed off for good alongside his castle by Atlas's cannon.

My personal thoughts:
That guy is creepy and he even got a fat rounded lips which may had made people mistook him with Kin Sankaku who even appeared in the same series.
But, due the fact Walpurgis had that rounded lips, Kin Sankaku was redrawn to not look like the later.
I believe that Walpurgis lacked the necessary development:
- He don't even cared about the possibility of his robot model betraying him.
- Instead of moving on from Atlas, who was likelly a failed project and making a new and more reliable robot, Walpurgis blackmailed Atlas into stealing a Anti Proton Cannon.
- Blackmailing Atlas was the same as asking to be killed since Atlas despised humans to the point of killing them without remorse.
Also, I do know that Walpurgis appeared in a mangá story featuring Atlas and Skunk which was less dark, but with bad jokes like Atlas 8th power.
