Nah, Manga Entertainment used to stream the show in English, but they don't have the license anymore. Only Viki does. That's why the DVDs are a bit more pricey on Amazon and eBay now, they've become out of print.

You said you wanted it in English, so Viki won't help you. But if you want to find a website, just enter its title in Google.

Viki has it subbed. From what I remember the English dubbed version was similar to the one on Viki, though the first few episodes were heavily edited (leaving out some of the first encounters with Atlas).

I borrowed the episodes through my library's subscription to a service called Overdrive. I would use my barcode to "borrow" the episode for a week, download it, and after a week overdrive would deleate it. This may be specific to my library though...
For a physical copy, you could still try your library. It probably won't be availible at your local one, but you can usually request it from libraries outside your area.

Did a check on worldcat, seems to only be available in US libraries. But hey, to people who live in the US, see if you have this service at your library: http://www.worldcat.org/title/astroboy-season-1-part-2-robot-circus/oclc/272365367
New York and Ohio seem to have the most, but there's a few more states that have it.

Worldcat is a great service I was able to read the entire Viz Blackjack series borrowed from the library via worldcat.
