The artwork and the price of that comic place it in the 60's time frame, which corresponds to the first ELV of the Anime. But the word bubble above suppie's head looks like it was done on a computer. Now if that was an actual comic I wonder if Dr. Tezuka ever saw it?
OK sorry to report this is a fake!!!
Google for superman #163 and you will find the cover for the real issue that was photoshoped to create this fake. It's for sale on ebay.

it's especially well-done! Only Superman's bubble gives it away (and the fact that they used a 2003 image of Atom instead of a 1960's version).
Pretty darn funny though, isn't it?

The image of Atom on the poster looks like it's from 2003, but I think that the one of him flying is from a color page of a manga, based on his boots being missing.

Yeah, the pic on the poster is official art for the 2003 anime.
As for the other pic, this is the image where it's from:

I don't remember where in the manga it's from though.

But that's an ELV except for the word sensei, which I thought means teacher or doctor. Also look, he has four fingers on the left hand and three on the right!

Actually, he has four fingers on each hand. If you look on his left hand, there's no mid-finger knuckle on the end of his hand; it curves into the bottom part of his palm.

Shiyonasan is correct: what appears to be his "pinky" is actually the bottom of the palm of his hand. He's got a total of 4 fingers on this illo.
Might be fun to note if he switches back and forth between 4 and 5 fingers in various episodes.
