Sapphire cameo in 2003 anime

I was just watching episode 7 (Japanese order) and there was a scene in the flash back of Tenma building Astro where we see a pan of a bunch of scientists looking concerned and troubled by how crazy Tenma has gotten on this project and I can't but notice one of the scientists looks a lot like Sapphire. Am I right? What do you guys think?

Yes, it is Sapphire! These brief appearances are business as usual for Tezuka's works.

There are LOTS of characters in the 2003 anime based on Tezuka manga characters, some may have never been in an anime before. I already pointed out a character based on Ludwig B.
Reno was based on another character as well.

Yeah, that's definitely Sapphire. I think I caught that a few days ago while taking screenshots, but forgot to say anything. I like her touch of the rolled-up sleeves, also.
