^ This. As I tried to explain before, memes have CULTURAL MEANING behind them, aka a good history. Why would Hyoutan-Tsugi make a good meme? What, hide it in a bunch of random images? Hyoutan-Tsugi would have to be culturally significant (widely known and associated with a particular meaning) for it to be a good meme.
For example, if Tezuka Productions was known around the world as THE WORST STUDIO OF ALL TIME and Hyoutan-Tsugi was a mark of failure, people would photoshop it into a bunch of pictures associated with fail.
But it does not have that meaning. In fact, it has no meaning. Unless something makes it culturally significant, it will never be a meme. Please read this article on forced memes!
Also, Archaic Rap is a meme because 1) it's funny and 2) it's exploitable.
Edit: I think a lot of people are missing the point that a meme is not just something well-known, but also something reproduced through imitation.
