I'm certainly no expert, but is it the whole side that's swollen, or like a small node? If it's like a node, then maybe it's pigeon fever...again, no expert. Call a vet.

It is small nodes (like forearm size) on both sides

Call your local Cooperative Extension office!!!

OMG - Don't wait -- if not a vet, at least contact your locate Cooperative Extension service office (I'm guessing you live in the USA?). Animals don't always "act" sick until it's advanced. They might be able to help you over the phone or at least advise you whether or not you should seek a vet (I work in an Extension office, and if our equine educator were here, I'd ask her!)

Yeah that sounds a like pigeon fever (again no expert but I have seen it before). Call a vet as soon as possible.

Good News! :D I called up my nieghbor who just so happens to be a vet. She can over here and told us the problem. Its MAL-NUTRION so all we need to do is feed him more. The actual problem started at his old house because they beleived they only needed to give him four flakes a day of hay. Well he actually needed 6-7 flakes a day because it was really bad hay. When they gave his to us he came with a bail of that bad hay. I'm so relived. Im feeding him right now and later tonight we are gonna go get better hay (alphafa hay) :D he also needs alot more excercise because his old owners rarly did but that will be easy :) Thank you all for being so caring :)

YAAAY!! And our horse educator is back, but it sounds like you're in good hands. What's his name?? Gotta post a photo. Don't forget they love CARROTS too!!
