This character is Gokou Ruri / Kuro Neko from the light novel series "Ore no Imouto ga Konna ni Kawaii Wake ga Nai" which has an anime version. Personally I don't like the series all that much, because of some overly sexual themes, but Ruri is a pretty intersting character. She is a coldfaced otaku girl who doesn't have many friends but is a brilliant manga artist. She tends to be overly passionate about the animated series she likes, and gets angry whenever others say bad stuff about them.
The dress she is wearing is her usual cosplay outfit.

Kirino Kousaka, the protagonist of the Ore no Imouto series. Don't let her cute profile pic fool you, she is a snob and a pretty overly sexualized character. The only thing I like about her is that once she makes up her mind to do something, she never gives up. For one thing, she has worked hard so she is not only top of the class, but also rather popular among her classmates too.
Personally I'm not interested in being popular in class at all, especially in my school.
Also, Kirino always gets into arguements with Ruri / Kuro Neko about all sorts of random things.

The artist that did the drawing above, Kanzaki Hiro, is also the artist for the CharacterProfiles of the Ore no Imouto series. While I'm not fond of the minor sexual parts, Kanzaki drew the characters pretty well, especially Ruri.
