It has full backwards compatability with the PS2 and PS1 so no it does nto need it, but since it can read the PSP memory sticks maybe you can execute the PS1 games on the PS3 like the PSP we have no idea yet but that is only usefule if you do not own the real game, however since the game will be specially sized for the PSP it might not work lol.

Yeah, Wikipedia says it will cost around $4 or $5 if you want to download an old game.

I'm gettin' a Wii... I'm a Wiierdo. I won't even consider the PS3 until the price goes WAY down. Any game worth playing will still be worth playing by then.

No emulator is illegal. It is illegal only if you play games you have not paid for, that is finally the same rule as PC games for example.
An emulator is a tool with which you may do something illegal. If you will allow me a small comparison, it is a proven fact that most burglaries are commited with the help of cars (or small trucks). It could dramatically diminish burglaries to prohibit the use of such tools, so let's do so ;)

No dude Emulators are illegal when it comes to current consoles, they want you to buy theirs not get it for free.

Yeah, but if you buy the real consoles, you must buy the games to play anything. If you download the emulator (leagal) you can't do anything with it so you won't get in trouble. But, if you download the games for the emulator (illeagal).....Then you will get in trouble.
