That's true they did lobby. It's the curse of Reagan deregulation frenzy. "Get the government of your back" he said. And now you see the result years later.

BP was a major contributor to O. I do not know when this well was made, though. I do not want to argue about Reagan's policies, but it seems to me that the assertion that his deregulation resulted in this tragedy some 4 administrations, 10 Congresses, and 20+ years later is stretching it just a bit.
