Editing Program

Ok I seriously need a video editing program. If it costs money I don't care as long as it can cut out scenes from a movie and turn those into it's own file so I can shorten episodes I have been copying for my PSP! Anyone know any free or no?

Yes the kind the PSP reads is MP4 only.
