I had been searching for the name of this factory-oriented music for a while, & just watched the Simpsons s6, v2 & it was on it, & the commentary even named it! 
This piece has 2 parts, one of which is used by just about every cartoon that has an assemby-line or factory scene in it. More recently, Honey, I Shrunk the Kids used it for the shrinking scene.
Raymond Scott was the composer, of both POWERHOUSE and other music used in many cartoons, especailly WB.
