Looking for a animated series

Yeah my brother asked me if i could find his fave cartoon series but i cannot find it anywhere he claimed it used to be on Foxkids early 90's but i did not find it on the wikipedia list can anyone help me maybe? i know its a longshot
1: it was animated a bit of `anime style`
2: the main characters are 2 Asian children who lost their parents
3: the series follow them as the 2 boys run away from a vilain
4: bad guy has a hook but no its not Captain hook
5: one episodes end with a older man helping the kids by fighting the bad guy when the train passes them the episode ends leaving a `open ending`
